There were some changes made in between AC Crispin getting it and what made it to screen but it generally was there. The unfilmed manuscripts you refer to might either be a first draft or Kenneth Johnson's version of the sequel, V: The Final Battle which had a ton of differences. OR it could also be referencing V: The Rebirth manuscript by JMS that was deemed too expensive to film. Well the novelization was based on the original screenplays.
